PUBLIC ACCESS INTERNET POLICY

A. Introduction

The East Hampton Library recognizes the need for global information exchange and the need to expand access to information for the public. Therefore, the East Hampton Library will provide the public with Internet access via several computer terminals in the library, using SuffolkWeb as it's Internet Provider. The following Operating Guidelines have been established to make your use of library networked services and electronic communications positive and secure. By reading and signing this policy you agree to be bound by its' rules.

B. Use of Service

1. The Internet is a global network of interconnected computers with no central authority overseeing it 's contents. Therefore, the East Hampton Library is not responsible for the content, reliability, accuracy and timeliness of information found on the Internet.

2. The Library expects that the service will be used for legitimate educational or information needs and that the Users will refrain from displaying obscene materials. SuffolkWeb does not provide access to "Chat Rooms."

3. Children's and Young Adult's access to the Internet is the responsibility of the parent, legal guardian or care giver. Therefore, a parent or legal guardian's signature is required before Users under the age of 18 are permitted access to the Internet. The East Hampton Library cannot act as a censor nor substitute parent. It is the responsibility of the parent to provide oversight to ensure their children's use of the Internet in an appropriate and safe manner, including the proper use of expensive equipment.

4. Users may access E-mail through the SuffolkNet mail server or through world wide web services such as hotmail and Yahoo mail. Resident Card Holders can apply for SuffolkNet accounts free of charge from the Suffolk Cooperative Library System. Users will not be able to access E- mail through other mail servers such as AOL, Compuserve, Microsoft Network etc.

5. All printing will cost 10 cents per page and paper must be purchased from the library. If you bring your own paper for printing it must be approved by the staff and there will still be a charge of 10 cents per page. (This helps cover the cost of ink used in printing). Violations of this rule may result in termination of access to computers!

6. Registration and time limits may be required based on public use and demand.

7. In-Library Users will not use the Internet to conduct any business or commercial activity for financial gain, or to solicit any activity which is in violation of the law or the East Hampton Library Policy.

8. Downloading any material to the computers hard drive is Prohibited. Users must purchase virus-free disks from the circulation desk for downloading. Downloading of materials is the responsibility of the User and should comply with the United States Copyright law and all other applicable laws.

9. The Internet workstations will use www.easthamptonlibrary.org as its homepage. Patrons will be able to view the World Wide Web with a graphical browser i.e.. Netscape or Internet Explorer.

10. The staff of the East Hampton Library is not responsible or required to provide training on the use of computers or the Internet.

C. Security and Hacking

It is prohibited to use the Internet workstation for hacking (breaking into or out of any system) or spreading viruses and or any other unlawful purpose which interferes with the use of this service.

D. Termination of Access

The East Hampton Library reserves the right to suspend or terminate your access to the Internet without prior notice at anytime for any reason. Destruction or damage to equipment, software, or data belonging to the library will be dealt with in an appropriate manner.
